Migrate Spring Security To Spring 3.x

Proposed changes

• Add @configuration to the SecurityConfig class as Spring 3 has now removed the @configuration from the @EnableWebFluxSecurity and @EnableReactiveMethodSecurity annotations. Consequently, the configuration was never being applied.
