  1. Update to support LLVM 13 

      * Add support for LLVM 13.
  * Drop support for LLVM < 11.
  * Remove `NoDuplicatesComdatSelectionKind` because it was renamed. It
    can be added back but it's not used in TinyGo so IMHO not worth the
    trouble of adding support for.
  * Switch default (for Linux/MacOS) to LLVM 13, from LLVM 11.
  * Add the `canThrow` flag to llvm.InlineAsm. This is an API breaking
    change.
